
Poland’s Energy Regulatory Office (URE) approved GAZ-SYSTEM’s transmission tariff No. 1/2027 by a decision dated 2 June 2026 and announced on 3 June 2026, effective from 1 January 2027 to 1 January 2028. It is the first tariff for a single combined / integrated entry/exit system that merges GAZ-SYSTEM’s national transmission system (KSP) with the transit gas pipeline system (SGT, the Yamal pipeline) owned by System Gazociągów Tranzytowych EuRoPol GAZ S.A. Transmission charges fall: URE puts the average reduction in payments at about 12% for 2027, with entry-point rates down 19% and exit-point rates down 14%, and no charge applies on the interconnection between the two systems.
Poland’s Energy Regulatory Office (URE) approved GAZ-SYSTEM’s transmission tariff No. 1/2027 for the period from 1 January 2027 to 1 January 2028. URE issued the decision on 2 June 2026 and announced it on 3 June 2026, publishing it in the URE industry bulletin for gaseous fuels. The tariff sets the charges for transmission services on Poland’s high-pressure gas grid and applies to the first single combined / integrated entry/exit system covering both GAZ-SYSTEM’s own network and the transit pipeline network operated in Poland.
The 2027 tariff applies to a single combined / integrated entry/exit system that combines two previously separate balancing areas for high-methane gas in Poland. The first is GAZ-SYSTEM’s own national transmission system (KSP), which carries high-methane (group E) and nitrogen-rich (group L) gas. The second is the transit gas pipeline system (SGT, the Yamal pipeline) owned by System Gazociągów Tranzytowych EuRoPol GAZ S.A. From 1 January 2027 a uniform network tariff applies across the combined system, following the reference-price methodology (MWCR No. 4/KSP/SGT) that URE approved on 26 March 2026.
Merging the two systems removes the layered charging that applied where the KSP and SGT networks met. According to GAZ-SYSTEM, gas entering Poland from the west will carry a single transmission charge for the point on the Polish–German border, in place of the three charges applied today: entry at Mallnow on the SGT, exit at the SGT interconnection point, and entry at the KSP interconnection point. Because the interconnection points between the KSP and SGT systems are eliminated, no charge applies on the connection between the two pipelines.
URE and GAZ-SYSTEM set out both an overall reduction and route-specific figures. URE states that the new tariff means an average reduction in payments of about 12% in 2027 against current levels, with entry-point rates down 19% and exit-point rates down 14%. According to GAZ-SYSTEM, the cost of importing gas from Germany falls 19% via the GCP GAZ-SYSTEM/ONTRAS point and 58% via the SGT (Yamal) system, while the cost of transit through Poland falls 17% using the KSP alone and by about 49% using the SGT and KSP together. GAZ-SYSTEM notes that it had already cut SGT entry/exit rates by more than 70% in the 2026 tariff.
Creating one combined / connected system required a settlement mechanism between the two network operators. Because the merger removes the interconnection points where GAZ-SYSTEM and EuRoPol GAZ previously earned capacity revenue, URE established an inter-operator settlement mechanism, under Article 10 of the tariff network code (Regulation (EU) 2017/460), to compensate each operator for revenue lost at those points. Allowed revenue and a regulatory account are set separately for the KSP and for the SGT, even though a single uniform tariff applies across the connected system.
URE separately approved a new gas storage tariff for the same broad period. By a decision dated 29 May 2026, the President of URE approved the storage tariff No. 1/2026 of Gas Storage Poland sp. z o.o., based in Dębogórze, effective from 15 June 2026 to 31 March 2027. URE reconciled the storage regulatory account balance as of 31 December 2024 at PLN 16.76 million of over-recovered revenue and incorporated it in full. URE describes the change in the relation between charges for continuous and interruptible storage services as a further step in aligning the valuation of storage services with Article 8(2)(a) of Regulation (EU) 2024/1789.
For traders and shippers moving gas across Poland, the reform changes both the cost and the mechanics of using the system. A single combined / integrated entry/exit system replaces separate KSP and SGT balancing areas, which simplifies capacity booking, nominations, and settlement when gas moves across both networks. Lower entry, exit, and transit charges reduce the cost of importing gas into Poland and of moving it onward to neighbouring markets, including Ukraine, though the volumes that follow depend on capacity allocation, demand, and prices rather than on the tariff alone. Inter-operator settlement mechanism is the arrangement under Article 10 of Regulation (EU) 2017/460 that compensates the KSP and SGT operators for revenue lost when the interconnection points between the two systems are removed.
